China National Tobacco Management System To Optimize Countermeasures

The management system was implemented with "unified leadership, vertical management, monopoly franchise", while the state monopolized production and management with the form of combination of political and enterprise in the Chinese tobacco industry. With a core of monopoly system, this management system not only had such obvious features as strong closure, mandatory and planning, but also had made an outstanding contribution to the economy for the reform and opening up in China. With the further development of the socialist market economy and the evolving global economy, the conditions and spatial pattern of the background had profoundly changed for the Chinese tobacco to implement monopoly administration, the Chinese tobacco industry was also rigorously challenged by institutional barriers and the fast changes from domestic and international market. Under the basis of maintaining and improving the monopoly system,it will be inevitable for the Chinese tobacco industry to optimize the administrative system, enhance the core competitiveness and achieve the turn from economic to the administrative monopoly.Through either synthetically used the research theories and methods from the public administrative science, economics, business administration, law and other disciplines, or used empirical analysis and synthesis methods, the dissertation detailedly discussed the necessity of optimization in the Chinese tobacco system.Then it clarified the obstacle factors for the administrative system to face through analysing the developping situations of Chinese tobacco industry. Finally, in order to optimize the administrative system and provide a theoretical argument and practice guidance for the Chinese tobacco administration, this dissertation not only found out some serious problems and causes from the Chinese tobacco industy,but also put forward some effective countermeasures for it, under the foundations of summarized and learnt the advanced measures and successful experiences in the tobacco administrative system from the developped countries.
