| Building a Resource-Efficient and Environment-Friendly (REEF) society is the importance of China's socialist modernization drive strategic vision, it also one with a comprehensive and strategic important decisions. Accelerate the construction of REEF society is by our country's fundamental realities of the country decided that is the comprehensive construction affluent society's important safeguard, is also the safeguard economic security and the national security important action. It bears on China's modernization construction, related to the fundamental interests of the masses, related to the survival and long-term development of the Chinese nation. Of course, building an REEF society is involved in a wide range, large-scale and complex systems engineering, contains a variety of complex relationships, involving governments, enterprises, individuals and other subjects, and a number of levels. In this paper, only analysis of local government functions in building an REEF society.This paper is divided into four parts:First, from the analysis of the Double-type Society and make the background start to Wuhan metropolis regional to build of Double-type Society, from a unique perspective to study the hot issues of local governmental functions.Second, presenting the current condition and existence question in building of Double-type Society by local governmental function.Again, in Wuhan Dongxi Lake district building of the Double-type Society as a case study, by showing the governmental function of Dongxi Lake district building of the Double-type Society, summed up the successful experience of Local Government functions in that area.Finally, this article from the local government functions of the in-depth study, both macro-level or national level, drawing on practical experience, while focusing on local features and issues research to Wuhan East Lake building of the REEF society as an important case study, thus a complete set of local governmental functions in the Double-type Society. |
