The Research On Fiscal Reform Based On Building A Double-type Society In Changsha-Zhuzhou-Xiangtan City Cluster

Changsha-Zhuzhou-Xiangtan (CZT) City Cluster is in a new-type industrialization and urbanization period of rapid development, where industrialization and urbanization are also of the highest level of regional development in Hunan Province. To accelerate the new-type industrialization and urbanization and make the regional development of CZT to be supported by the state, in December 14, 2007, CZT City Cluster was formally approved as an experimental area of comprehensive reform for a resource-saving and environment-friendly society. This is a major strategic initiative of the vigorous promotion of China's central regions. It is also a major strategic layout of the coordinated development for central ,western and eastern parts in China. With the beginning of the comprehensive reform of CZT, China's reform has already got into the most difficult stage. The purpose of reform is no longer pursuing the development of economy, but the overall development of the society, and the improvement of people's living standards. As public finance involves all aspects of social lives and economic development, it has the ability to do well in the comprehensive reform. It is the pivot of this thesis to explore the coordination development of CZT City Cluster from an innovative financial point of view.Under the background of the establishment of an experimental area for comprehensive reform in CZT, coupled with the objective realities of CZT, this paper studies the fiscal reforms in-depth. The paper is divided into four parts. First of all, this paper describes the background, the significance, the status quo at home and abroad, and the ideas of research. Secondly, this paper founds a theoretical base for this study through the analysis of fiscal reforms for the building of a double-type society in CZT. And then a detailed analysis is made, which lays a theoretical foundation for this paper's fiscal reforms. Thirdly, this paper has revealed some fiscal restrained factors for the development of CZT's current economy, which also show a breakthrough for the rest research. Finally, this article has given some specific proposals which make up of the core of this paper for the fiscal reform of CZT, an experimental area for comprehensive reform.
