Abstract:Since 1984,China formally established the system of tobacco monopoly, the tobacco industry has made remarkable achievements.On the one hand, it has provided revenue for the country in terms of revenue sources;On the other hand, the implementation of successful turnaround of the tobacco monopoly system, the blind development of the tobacco industry prior to the chaos,it has made a positive contribution to improve the cigarette product mix and the quality of cigarettes,to meet with mass consumption and to maximize to protect the health of the consumer.However, with China's socialist market economic system, the deepening of reform, China's tobacco monopoly system face internal and external environment has changed dramatically, the tobacco industry is faced with the plight of the system, the competitive pressure at home and abroad, as well as of the international control smoke situation, and the "material foundation" what are bearing the legal system for China's tobacco monopoly of are also significant changed.This paper attempts from the perspective of internal and external environment of the tobacco industry for China's tobacco monopoly to discuss reform of the system.
