Research On Equality Of Basic Public Service Between Urban And Rural Area

Since the Chinese government reform and opening up, china's economic development has kept growing fast, but not for the all nation. The unbalanced education, health, medical, social guarantee distribution between urban and rural caused widespread concern. The first officially proposed "equal access to basic public service" in 2005 demonstrated that this problem has been highly valued.According to Chinese statistical yearbook from 2002 to 2008, the different situation of education, health, medical hygiene and social guarantee between urban and rural has been compared. Also the main reason caused public service supply gap has been concluded as:dual economic system, defective public financial system and disorganized public administration system, etc.It is necessary to further construction of the equality of basic public service so as to realize the long-term stable and healthy growth of china's economy. The equality of basic public service construction should focus on building urban-rural unified service supply system, public financial system aiming to support the public service, and government administration system to supervision the implementation of basic public services supplying, which sweep into evaluation of government performance efficiency and structures of government organization to landing their responsibilities.
