More than 30 years of reform and opening up,China has made remarkable achievements.With the development of eeonomy and social progress, the gap between urban and rural compulsory education, health, social security and other public services gradually widened.In rural areas,there is a contradiction between the the rapid growth of demand for public services and the inadequate supply of public services. The public service gap between the urban and rural areas is growing and aroused public concern and dissatisfaction. Especially in rural areas,the level of basic public services is so low that the broad masses of peasants cannot enjoy the fruits of economicdevelopment.The desire of peasants for the achievement of urban and rural equalization of basic public service is very urgent.Achieving equalization of basic public services between urban and rural areas and improving the level of the building of basic public services can enhance the living standards of farmers and is of great significance for the maintenance of social stability and promoting the national economy's sustained,rapid and healthy development.Government should assume main responsibility of basic public service because it,as product and service provided by government to meet society's basic public demand,is the most central and fundamental part of public service and involves citizens'basic rights to live and to develop. My Government has already aware of the importance of this issue and The proposes to strengthen the public service functions to achieve the goal of equalization of public services. In 2005,a new reform proposition was promoted on the fifth session of the 16th CPC National Congress. In March 2006,the policy goal of"equalizing basicpublic services",which indicates the direction of our government's basic public service,was initiated in state's"11th five-year"plan. The balanced supplying of public services for the urban and the rural is an important part of balanced supplying of public services, and systematic researches on it have theoretical significance and practice value. On the basis of the existing studies and based on the level of economic and social development of China's actual situation and to learn from overseas experience in theory and practice of public services, this paper aims at exploring China's national conditions equalization of basic public services.
