A Project Internal Control Problems And Solutions

In recent years, with the rapid development of China's economic construction, the construction of government investment projects are becoming ever larger each year and the funds into which are also constantly on the increase, which no doubt expanding domestic demand and stimulating the economy .Meanwhile, however, we have also found negative phenomena in the process, such as inefficient investment, poor management and quality, corruption ,etc. Thus, how to make use of construction funds effectively, improve the management of government investment projects require much more efficient management of the projects.With the typical method of investigation, this paper discusses problems existing in management of Project A in the term of internal control based on the theory of internal control management, which are also integrated with practices. And through in-depth analysis of the current situations of internal control management of Project A, the paper also is to seek out the weaknesses in the internal control management and summarize some prominent problems.This paper, regarding the latest internal control theory - "Guidelines on Internal Control Applications" (2010) as a theoretical guidance, analyzes in-depth all elements of internal control and the relations between them, and highlights the problems in every stage of current internal control of construction project , then provides the specific plans to solve the particular problems in particular stages. Finally, a complete internal control system will be built up with these stages as well as the control procedures and control environment. Specifically that the following sections:First is the introduction part, in which describes the background, purpose and meaning of the internal control of the project A, and introduces the ideas and framework for this study.Second are relevant theories about of internal control and whole view of references, mainly on the review of the developmental courses of the system, and the research achievements by the native scholars, which laid the foundation for internal control management of Project A.Finally, the main part of this article , is in-depth analysis of current situations and problems of internal control management of Project A .On the basis of specific descriptions the current situation, it points out the problems in the angle of elements of internal control in project A, and solves them by using internal control elements to improve the concerned control system.1. In terms of improving the internal environment of project A , through improving organizational structure, the investment project construction management reform should be implemented ,and management should be improved.2 In terms of risk assessment of project A, improvements should be made in the processing designs in every stage and reducing financing risks.3. In terms of control activities, improvement should be completed in all stages of the project, divisions and enhancing the professional training.4. Establishment of information and communication, and effective supervision system.By analyzing and solving specific problems, this paper provides the contests and measures to improve the internal control system of the government investment projects.
