The Study Of Planning And Construction In Scenic Spots On The Basis Of Risk Theory

In recent years,'risk'has become one of the key words in contemporary society. As it exists everywhere in city life, and has been a hot issue in many researches, it attracts broad attention in the planning field. The feasibility analysis of the construction project has always been the forecast which is based upon the past experiences. However, because of the changing external environment together with the limitations of human's subjective knowledge, it is beyond our capability to make a precise predict of the future. There must be a deviation between the static planning ideas and the changing planning objects. Therefore, the planning projects can neither acquire the prospective benefit, nor make a better development. Oppositely, the planning brings a negative effect, and even become the reason of the high risk.As scenic area planning and construction rapidly grows, it is harder and harder to control, because there exists many problems: fragility of the ecological environment, the extension of the human settlements, the limitation of the bearing capacity of the environment, etc. High value and fragility are the dual characters of the scenic spots, so the achievement of the sustainable development of thus spots is in urgent need to be researched in-depth.This article analyses the one-sidedness of the researches of scenic spots planning and construction and risks, and recognizes the interdisciplinary insufficiencies. Based on this point, combined with the risk management theory and scenic area planning and construction content, the risks of the construction of thus spots are divided into: political risks, economical risks, social risks, ecological risks, planning and designing risks, construction risks and management risks. This paper also probes the characters, causes and research values of scenic spots planning and construction risks. Finally, the risk research process and the risk management responses and monitoring strategies of the planning and construction of scenic spots are set up.Directed by the theories above, this paper collects information about Xuexiang Scenic Area as a case study through field survey, planning and design tracking, impact analysis and documentary research. Then conclude the problems to build the risk source model of Xuexiang and make a deep study on the controllability of the risk factors. After the above analysis, this paper proposes scenic spots planning and construction risk response and control strategies.This paper makes a research on the planning of scenic spots in the perspective of risks analysis, which demonstrates the necessity of the brought of risk analysis into the field of scenic area planning. Besides, the paper also supplies the realistic foundations. This paper aims to cultivate the thought of risk analysis in the planning field, and strengthen the idea of management. Nip the risks in the bud, thus minimize the loss.
