Electroplating industry's production process emited a large number pollutants, and it has become one of the heavy polluting industry . Cleaner Production is one of the best way for the development of electroplating industry. In this paper, for the problem of negative implementation of cleaner production for plating, it conducted a research of existing policies and proposed feasible policy recommendations from the study of business through the cost-benefit analysis. Meanwhile, in order to evalue cleaner production developed policy, established the model used to calculate the loss of heavy metal pollution. The major findings are as follows.1) Comparing the economic benefits and the environmental benefits of cleaner production, discuss the advantage of cleaner production. Through calculation of the economic benefit after the adoption of cleaner production, it can confirm that it would save 882 yuan, 254 yuan and 57 yuan from saving the use of water metal resources and energy. Through health statistics and human risk calculation of the use of hexavalent chromium, the illness rate of respiratory and skin diseases is 27.30% and 8.65%. The cancer risk caculating result is that the rates of exposured 7 years and 10 years'workers are 1.6‰and 2.3‰respectively, and that the rates of exposured 25 years and 30 years'personality are 0.23‰and 0.32‰, thus it can be seen cleaner production have a significant environmental benefit.2) From the perspective of micro-enterprises, analye the feasibility of recycling, non-cyanide electroplating and the hexavalent alternative chromium technology in the existing policy in order to put forward policy recommendations. Through the feasibility analyse of the recycling technology of nickel, copper, integrated plating wastewater, it can found thar Nickel-line recycling system (net present value NPV = 4.44 million yuan, payback time Pt = 2.6 year, internal rate of return IRR = 40%), has a good economic benefits, Copper-line reuse (NPV =- 0.87 million yuan, Pt = 8 year, IRR = 0) and integrated reverse osmosis technology (NPV <0) has poor economy. Therefore, the Government should raise resource prices to increase reuse enterprises enthusiasm; and should increase government financial support at the same time in order to ensure the smooth implementation of reuse technology.Based on policy background of "cyanide plating", analyse cyanide-free zinc technology using cost-benefit analysis method (NPV <0, increasing 2.1 million yuan of operating costs). The result shows that the reasons which the technology implemented successfuly is that it has mature technolog, and that the increasing investment is in the range of enterprise received. While other non-cyanide electroplating technology (non-cyanide copper plating, non-cyanide gold plating and non-cyanide silver plating) does not have a mature technology support, so the government should not be taken out of the policy completely. For the immature technology, the government should increase technical support and pollutant control; for the technological maturity, the mandatory implementation government policy is very effective means.Based on the background of environmental certification system in China and the EU policy, it carred out the cost-benefit analysis of the hexavalent alternative chromium plating technology (NPV <0, an increasee of 1.51 million in running costs). The results show that the environmental protection technology does not have economic advantages. China needs to establish and perfect the construction of incentive mechanisms to enhance environmental protection technology products in the market superiority, in order to increase the competitiveness of environmental products and ensure the implementation of cleaner production technologies.3) Establish policy evaluation model from a macro government point. Based on the loss of heavy metal pollution establish the evaluation model Hi =α·S·γi·Ri. The model can be used to assess the heavy metals reducing emissions policy effects, in order to propose policy formulation and provide further adjustment. The model is applied to calculate the pollution loss of four major rivers in Shenzhen from 1996 to 2003, the results show that the four rivers'average annual cost is 0.38 billion yuan, and the Shenzhen River is 0.69 billion yuan which is the most seriously polluted. Therefore, the Shenzhen government should improve the control of heavy metal pollutants of electroplating industry, and implement cleaner production developing policy furtherly.
