Building Government Regulation On The Electric Power Industry

The electric power industry is a typical monopoly. Compared with other monopoly, it has involved a wide range of customers and has great influence on the national economy and the people's livelihood; therefore many countries are taking measures to reform its mode of the government regulation in recent year. The trend is to loosen the control and bring in the regulation of competition to make full use of the mechanism and satisfy the increasing demand of electricity.Nowadays, the reform of the government control of the natural monopoly industries is processing all over the world. With the reform of state economy mechanism and the changes in the scale and structure of the power industry, the control mechanism of the power industry has been adjusted and processed gradually. At present, industry reconstruction, structural adjustment and the introduction of the market competition are drawing in the electric power industry and the reform of the control of the electric power industry has achieved some phase results in China. The regulation reform of the electric power industry in China is not only on the historical background of the traditional planned economy reform, but also influenced by the of the international regulation reform theory. This thesis will select the reform of the electric power industry in China as the research object, for the purpose of making some thinking about the achievements, problems and the direction of further development from the respective of linking the theory with practice.Firstly, this thesis will elaborate on the intension of regulation theory and the evolution of government regulation theory of natural monopoly industries, especially of the electric power industry. Then analyze comprehensively the features of government regulation and deregulation in the process of the electric industry reform in the foreign developed countries. And then draw the experiences and lessons form that. Secondly, this thesis review the course of the reform of the electric power industry in China, evaluate the present condition and efficiency and find out some problems existing in the government regulation such as serious government monopoly management and so on. Pointing at those problems above, the train of thought about further advancing the electric power industry in our country will be raised, that is China should construct the electric regulation system conforming to the conditions in our country, meanwhile use the experience of the western developed countries for reference. In a word, the reform of the government control of the electric power industry will pass a gradual procedure of evolution.As the reformation of government regulation on the electric power industry of our nation is in practice and the statistics the author obtained is limited, therefore, the investigation of related theory in this essay is mainly a conclusion of other investigations and at the same time not very convincing. The weakness and deficiency will depend on further improvement.
