System Transition And Reform Strategy Study On The Government Regulation In Electric Power Industry

Since the 1980s, the government regulation reform of the electric power industry has been initiated around the globe. In many countries the regulation reform is even associated with the state's overall competitiveness from the strategic perspective, for the purpose of improving the productivity of the electric power industry and stimulating the synchronous development of the other industries to enhance the international competitive abilities. Due to the significance of"electric power industry leads the economic growth", the essential goal of the government regulation reform is to develop the electric power industry, consequently realizing the social efficiency and equity.As the saying goes,"no one can make bricks without straw". Whether the government regulation reform of the electric power industry can achieve dual goals depends on the effectiveness of the reform system to a large extent. Therefore, many organizations and professionals have taken theoretical researches and made practical efforts in order to seek an effective approach to reforming China's electric power industry regulation system.This thesis integrates historical analysis, comparative analysis and documentary analysis method and others, starting with analyzing the necessity and practice cause of the government regulation reform in electric power industry, analyzing and evaluating the system transition of the regulation reform in the electric power industry of China. And pointing out our government regulation still faces the lack of legality, transparency, interactivity and effectiveness?etc.practical dilemma, also learning from the government regulation reform experience of several foreign countries and Hong Kong. Finally, putting forward the related reform countermeasures from four aspects of establishing scientific regulation concepts, building modern electric power regulation system, improving the operating mechanism of the regulation organizations and optimizing regulation teams.
