With the advancement of science and technology , Internet Intranet WWW and some other new items concerned with net have gone deeply into our lives and works . This has brought great influence to the mankind. In the course of its development CIS has inevitably integrated with net , and it is an effective way to make CIS socialized by combining CIS with Internet technology, which has been proved by practice .Meanwhile , it has developed into one of the hot spots in the field of CIS-WebGIS .At first ,the paper defines what is CIS, discusses the problems that have been faced with normal CIS nowadays , then describes the historical background and the process in which WebGIS has developed and integrated with net . Based on these descriptions the paper analyzes the feasibility and necessity of using WebGIS to handle spatial data. After analyzing the advantage and disadvantage of some models (such as CGI Server APK Plug-i ActiveX Java Applet) in constructing WebGIS , the paper analyzes the system characteristicsand some application branches of a perfect net language-Java , soall of this give prominence to the advantage of applying Java in constructing WebGIS. Then in view of software engineering the paper analyzes the superiority of developing component-based WebGIS by JavaBeans and practices the Yunnan Resort Navigation System using Maplnfo' s MapXtreme For Java 3. 1 Beans .The System can provide some basal functions such as zoom in, zoom out, pan , adding theme , measuring and so on.In order to enrich on-line functions, the system integrates with Multimedia and VRML, which provides on-line video enjoyment and virtual reality resort enjoyment .At the same time the system provides references on going on a journey , chatroom , discussing area, message board and so on , which can satisfy the various needs of on-line user and can promote user to understand the propose of the system better.The system uses TomcatS.2 and Resin2.0 as JSP engine at the same time at one machine so as to test the feasibility and stability by deploying different port to different JSP engine to provide virtual multi-server environment . This can improve the using rate of single server and provides effective solutions to burdened server at the time of responding to the request of client.
