At present, On the one hand, there are universally some problems, which survey data is lone and scattered, the level of informationization is low, the ditch of information exchange is congested, and data exchange is difficult; On the other hand, there are a lot of documents, reports, the process of map, receiving and sending, transmitting, checking and querying statistics everyday jobs to do at estate base survey department. In pace with all-round application of estate administrative responsibility and penetration of management job, we need higher and newer methods and levels of management. How to apply modern methods to raise efficiency and level of management is a resolving problem .These years, along with rapid development of computer technology, especially the maturity of GIS technology, it becomes be possible to make estate base survey informationize.At first, this paper analyzes present development situation of estate base survey, and then introduces the base technologies of Estate Base Survey System, and then emphasizely tells about the design of Estate Base Survey System in accordance with the theory of software project, including system analysis, system total design, function design, database total design and database specific design and so on. Finally, this paper specifically tells about the whole development progress of Estate Base Survey System.This system adopts Visual Basic 6.0 visual development tool, data terrace of Desktop Arcinfo to develop, huge database management tool Oracle to preservate great geography data, American ESRI' s ArcSDE for Oracle as GIS server, and it is based on the mode of Client/Server. Not only it can achieve some routine functions such as map display, zooming in, zooming out, panning, but also can it achieve these functions of all sorts of data export and inport, map attribution and spatial information' s editor and query, layer management, system management, map historybackdating, map print and output and so on.
