| With the accelerated urbanization in China,the impact of urban meteorological disasters on urban production and life is becoming more and more significant,and the defense and management of urban meteorological disasters will become more important.In this paper,we analyze the background and causes of the "7.20" rainstorm in Zhengzhou,Henan Province,with the help of crisis management and collaborative governance theory,and fully explain the evolutionary path of the disaster.The synergistic linkage of various emergency management departments is analyzed.Through a comprehensive analysis of the meteorological warning service,urban disaster situation and emergency disposal measures during the rainstorm process,the problems of Zhengzhou in response to extraordinarily heavy rainstorm disaster events are summarized,which are manifested in insufficient meteorological forecasting capability,weak disaster prevention and mitigation infrastructure,lagging urban disaster emergency response mechanism,and untimely departmental linkage mechanism.By drawing on the weather disaster warning and emergency response experiences of foreign developed countries,five suggestions are made on how to improve the weather disaster warning and emergency response mechanism in Zhengzhou.Further,the study not only analyzes the specific process and development path of the evolution of the extraordinary rainstorm outbreak in Zhengzhou,but also provides a universal response mechanism for urban meteorological disaster warning and emergency response,which provides a referenceable idea for the emergency governance of urban disaster prevention,mitigation and relief in China,and plays an active role in the overall improvement of the comprehensive capacity of urban disaster warning and emergency response. |
