The demand of users and the development of technology promote thedevelopment of GIS technology. GIS has been applied to many domains,for example surveying and mapping, soil, agriculture, telecommunication,electric power, traffic, oil, geology, irrigation works, ocean transportation,disaster prevention and cure, police, national defense and so on.The urban foundational Geographic information system is theSynthesis application of GIS used in the urban Geospatial informationconstruction. In the past few decades, the foundational Geographicinformation system was actively applied and developed in many Smalland medium-sized cities. But many foundational GIS were concentratedon the construction of system, and neglected the build of the data, whichconstrains many cities geographic information systems fully play itsurban construction in the important role. With data acquisition toolsupdated, It has been widely recognized that the importance of the spatialdata.Against the spatial data problems encountered in the ZhangjiajieCity GIS database project, this paper prepares to establish a set oftechnology system from the source data until the needed data. The studymainly includes:1) Study the model and structure of spatial data, the model andstructure of MapGIS and AutoCAD is concluded. 2) Research into Spatial Data Quality Model, Including GIS dataquality concept, Unified model of spatial data quality andContent-based GIS Spatial Data Quality Model.3) Systematic Analysis and Research methods of Data conversionand quality control, consists of the main method of spatial dataconversion and sharing, sources of spatial data error, DigitalAcquisition and Quality Control, the quality checks of attributedata, the relationship between Spatial data and attribute data, andquality control methods of Topology.4) Disquisition on methods of Data conversion and Spatial DataQuality Control and Evaluating System. Due to the differentmethods of the spatial data conversion and spatial data qualitycontrol, Data conversion and Spatial Data Quality Control andEvaluating System also have different standards of evaluationand testing methods. Spatial data quality overall control, the testof Data quality control, and the detailed spatial data qualityevaluation methods against different items are involved.5) Bring forward the Data conversion methods of the original datato the required data for urban foundational GIS, and qualitycontrol methods in the process of converting data, whichcomprise the conversion from RDMS to CASS and from CASSto MAPGIS, inspection of entity code, subsidiary attributes, layer and Topology.6) The model and methods definition in this paper were fullyreflected in domestic GIS software platform MapGIS. After manyyears of research, MapGIS has been widely applied in our urbanfoundational GIS database project, and also verified the modeland methods in this paper are practical.
