In this paper, I selected the bioethics idea of Francis Fukuyama who was the Japanese-American scholar as the template to discuss the problem of human development in the context of the rapid development of biotechnology. The development and changes of human life was dominated by the laws of nature before, but it has been gradually becoming controllable with the continuous development of biological science and technology. In modern society, biotechnology is not only used to the prevention and treatment, but also used to change the physical appearance and the improvement of social adaptability because of the pressures of social competition and survival. The view of the posthumanism is that it will bring the new "leap forward" to human development. But more and more people recognize that the unreasonable use of biotechnology will lead to the social ethical dilemma, so they do their best to research the theories and principles of bioethics. On this basis, Fukuyama interprets his ideas through the three aspects--the problems, theories and principles of bioethics. He thinks that the unreasonable use of biotechnology will lead to the collapse of traditional values and the social chaos. The people should take humanity as a basis theory to judge the relationship between the biotechnology and human development, make the correct measure of standards and management policies, and reach the global agreement through international co-operation.In this paper, I made a dialectical analysis for Francis Fukuyama's ideas of bioethics through the development of today's biotechnology-related characteristics and the theoretical background. On the one hand, I affirmed the profound and forward-looking of his summary and analysis about the bioethics problems and the rationality of his basic ideas about the theory and principles, on the other hand, I recognized his error of the definition and analysis of humanity. Fukuyama has not been out of the ideas of freedom, democracy and politics in western society, so there are significant limitations in his ideas. Only take the Marxist philosophy of human development as the basic ideas, can we make a reasonable assessment for the basic relations between the biotechnology and human development. Francis Fukuyama's ideas play a important role in the human development research. His ideas are important reference to analyze and solve the ethical problems caused by the biotechnology.
