Construction Of The Lancang - Mekong River Basin Water Pollution Prevention And Control Mechanism

The water-area pollution of the international river has become more and more important as the pressure of less freshwater and increasing of the population. And the water-area pollution of the international river means that the outside matters intervened the water quality of the river, make it to be changed in the chemical, biological, physical and other sides, and these changes will greatly affect the living and producing development in the negative.As the Lancang-Mekong river is the only one which is flowing over six countries. All the countries will develop and use the freshwater of the river through different needs and different profits. And through the developing, the water quality has been effected by the using of the freshwater, for example, develop the hydropower and water the farmland, the amount of the water will be effect by into different things; the water quality will be effected the by the development of the society or the finance; and the natural disaster will impact the water. But as the lower management and lower legislation of the inner laws of each country, this paper will analysis the disadvantages of the current management and law system of the Lancang-Mekong River.The European international rivers have experienced the water pollution disaster and through the cooperation under the EU, the Rhine and the Danube River has build the advanced water-area pollution prevention and controlling system in the world. Under analysis the commonness and the otherness of the three rivers, it will give some suggestions to build the water-area pollution prevention and controlling system of the Lancang-Mekong River:under the cooperation to organize the prevention and controlling committee; to set up the common principles and aims, especially the three-three principles; to implement the river laws and the laws to prevent and control the pollution; to follow the water frame to set up the standards; and also to build the AMOEBE dynamic monitoring system and the information exchanging platform; to build the major pollution warning system and the crisis managing system; to set up the Lancang-Mekong River Water Life Plan.This paper is divided into four parts, the first is the overview of the definition of the water-area pollution of the international river, and its characters and its sorts; the second part is the studies of the Lancang-Mekong River water-area pollution, and the current management and law system; the third part is the studies the Rhine River and the Danube River pollution prevention and controlling experiences and analysis the commonness and otherness of the three rivers; the fourth part is proposing the Lancang-Mekong River water-area pollution prevention and controlling system.
