The ecology civilization has had the profound influence to our country's environment by law work. For this, the producers' environment responsibility has also had the transformation. The traditional producers' environment legal liability mainly concentrates in the production process stage, the legal liability which is investigated mainly takes the pollutant standards emissions and the pollution charge as the form, its idea is the terminal pollutant governing. Along with environmental aspect's continually worsening and the sustainable development concept's influencing, the carrying out of clean production's pollution prevention strategy, the contamination control approaches "the source control" shifting from the former "the terminal control". Along with "Clean Production Promotion Law", "Circulation Economy Promotion Law" and series of laws and regulations promulgation implementation, the idea of "entire process control" starts to establish in our country legislating domain. The so-called "the entire process control" the idea is that the producer should do the full consideration about the environment responsibility before its production, in the production, and after the product is expended, let it undertake the whole responsibility in the product' entire life cycle. At present, this choice is accepted gradually by the people, and is established in many country's environment legislations. But it is undeniable that some environment law basic principles or the systems under the traditional pollution terminal control idea still existed, this is also very far from the ecology civilization request.Based on the above consideration, this article has first explained the understanding about the ecology civilization, and referring to the 17th report about the ecology civilization, then analysis ecology civilization construction pressing, ways and new requests to environment law.
