Safety And Threshold Matching Study On Toxic And Harmful Substances Of Additives In Exporting/importing Textiles And Clothes

Whether there are toxic and harmful substances and noxious residual chemicals or not have a direct bearing on the ecological indexes of textiles. Domestic and foreign countries have formulated and promulgated a series of ecological standards for textiles to put forward strict banned or limited request on toxic and harmful substances and its residuels in textiles. By virtue of technical superiority, some developed countries took technical regulations, standards and conformity assessment procedures as the main forms of technical trade measures to restrict imports. The limitations cause certain obstacle for China's exports. Thereby, in order to meet the needs of foreign markets, promote the development of our country's textile market, it is necessary to carry out investigation and analysis on the usage of textile additive and study the safety threshold matching of toxic and harmful substances in addictive.The topic "Research on safety factor fetection technology of exporting on importing important trade commodity" is a project supported by "the 11th Five-Year Plan National Science and Technology" (2006BAK10B03). This topic is one of its sub-projects 4 "Study on the safe threshold matching and risk management assessment method of harmful substances of exporting and importing textile products" mainly studied following aspects:The differences between domestic and foreign relevant regulations and standards for ecological textiles were analyzed, and the situation in different countries ban or limit toxic and harmful substances in textiles and clothing is compared.Make investigation on the production and usage of pretreating auxiliaries, printing and dyeing auxiliaries, finishing auxiliaries in 40 additive plants and printing plants, and did a comparative analysis based on domestic and foreign regulations and standards; relevant banned or limited addictives are found out.Some toxicology data of animal experiment for toxic and harmful substances in domestic and foreign textile were systematically summarized and analyzed in an all-round way, and their toxicity is elaborated.By using statistics method, the test results of toxic and harmful substances sampled from different area of China was compared to relevant regulations and standards; the test results of clothing at home and situation of the safety threshold matching of relevant regulations and standards were analyzed that provide a reference for textile and clothing exporters.Through the investigation on additive plants and printing plants, this paper suggested that environmentally-friendly additive should be used in the domestic textile clothing product, it also has a positive effect on the varieties and quality of textile products, and their added value; through comparison between test results and the related domestic and foreign regulations and standards, the paper analyses toxic and harmful substances that often cause problems matter that sounds the alarm for the export enterprises. It Consequently promote China's textile clothing production and export enterprise to break through the technical barrier in the international trade, and to win more benefits and shares in the market.
