Hazardous Substances Free Control In Writing Nstrument Produce Based On Work Breakdown Structure

Since rigorous technical barriers trade (TBT) and serious environment problems, more and more export enterprises focused on hazardous substances free control (HSF). Automobile, electronics and toy industries were forerunners in this field. There was no systemic research in stationery HSF. Hazardous substances control (HSF) in a domestic well-known pen manufacturer has been discussed in this paper.Work breakdown structure (WBS) was a method of project management, through layer by layer subdividing big work content into a deliverable work content. It could change a complex project into simple work steps. According to enterprise organizational structure and pen production key activities, chief departments’ hazardous substances control duties have been subdivided based on WBS, such as R&D Center, Technology Dept, QC Dept, Purchase Dept, Product Dept, Warehouse Dept. and Information Center. A active HSF control system has been established in this factory. It featured in adding some HSF manage duties to ISO9001and ISO14000. The passivity HSF control method depending on finished product check by third party inspection has been abolished in the factory.The paper also through the study of international and pen products related to hazardous substances control regulations, the list of hazardous substances and the specific restrictions for pen product requirements are summarized. The research results can be more convenient to use and access of non-safety researchers.
