Explore The Rocky Desertification Control Laws And Issues Of The Southwest China

There was a TV show called "Survival of Danger Spot" at CCTV-1 last year. It has attracted wide attention.The story is about villagers carry on ecological management on the land of "Rocky desertification " in a remote village of Guizhou Province. Finally the hometown changed from "uninhabitable areas" classified by the United Nations into a beautiful eco-village through the efforts and perseverance. This play make more people aware of karst rocky desertification part of ecological disaster.Rocky desertification in southwest China not only erodes the precious land resources in karst areas, brings a variety of ecological harm, but also undermines the economic and social sustainable development. Central and local governments have attached great importance and made great achievements and successful experiences in the governance process. However, there is still a lot of problems, inadequate legal protection becomes increasingly obvious, the legislative purpose is out of date, the chapter of law is short of directly, the legal system is lack and so on.The issues affect the integrated control and long-term treatment of rocky desertification.In my thesis, I try to analysis the integrated control of land desertification from a legal point of view, including the status of the existing problems in the legal system, and how to improve and so on.The first part is an overview of what is land desertification, causes of desertification disaster, distribution and ecological hazards.The second part of the paper sort out the existing provisions of law on desertification prevention and control as well as international conventions and documents on desertification prevention and control reference.The third part of the paper analyze deeply of China legal system in combating rocky desertification problems about desertification prevention and control. It analyze the problem from two aspects. First, the legal system of the prevention of rocky desertification is incomplete in construction. Second, the content of the law for preventing rocky desertification is imperfect. On one hand, the prevention of rocky desertification is lack of special legislation, and the separate regulations are uncoordinated with each other. On the other hand, some law for preventing rocky desertification is not suitable to the actual situation or effective.The last part is the most important part of my thesis. It elaborate the strategies and recommendations to the prevention of rocky desertification in three aspects. The first is the guidelines and the legislative intent of preventing rocky desertification, and the steps of improving the legal system. The second is the principles of the prevention of rocky desertification. The third is a series of basic system for the prevention of rocky desertification. The last is about the management system of the prevention of rocky desertification.
