China is the main country of fireworks and firecrackers production, consumption and exporting. The production became the pillars of economy development in some areas. But, safety accidents resulting from the production occur from time to time. It hit on the safety of people's lives and property, so solving the safety issues is pressing.The title of this paper is "Government Regulation and Safety in Production of Fireworks and Firecrackers ", aiming at through the analysis of the current problems of the safety in fireworks and firecrackers production, finding the crux.To increase the effects of the government regulation.First, applying the methods of theoretical analysis and field research to analyze the current development of the fireworks and firecrackers industry,finding that the market structure is irrational,innovation is insufficient and human capital is scarce etc.,these led to the accidents occur. In addition, because of the information asymmetry, externalities and the production safety with the characteristics of public security, so market failure exists. It needs a Government Regulation.Secondly, reviewed the history of government regulation and analyzed the main contents of the existing regulation system,finding there are some problems in the existing government regulation.First, there are inherent flaws.The determination of the issues of regulation is unreasonable, the legislative procedures are not standardized, the execution is weak and the assessment and supervision are not in place. Secondly, the goals of regulation and economy development conflict.Some underdeveloped regions encourage the development of the industry, but the government turns a blind eye to supervise. Thirdly, the regulation did not focus on the interdependence of the decision-making of regulation authorities and enterprises, neglecting the mutual influence of their actions. Fourthly, the execution is insufficient resulting from the demand expands rapidly. The existence of these problems led to the failure of government regulation.Finally, proposed solutions to improve the performance of regulation, which are as follows: first, to improve the awareness of the importance of the supervision, which is a prerequisite. Secondly, to structure a reasonable supervision mechanism by improving laws and regulations, strengthening the supervision of the grass-roots and assessing the work of supervision.Thirdly, to integrate regulation with market mechanism by exploring new channels for economy development in the rural areas and setting up district for production to solve the issues of "a wide range of scattered points" in the process of supervision. Fourthly, to focus on the interaction of the decision-making of regulation authorities and enterprises by reducing the cost of supervision, enhancing the propaganda of the knowledge and accidents, increasing the penalties for the illegal production activities or the slack supervision, reducing the cost of security production, and so on.
