Ecological disruption and environmental pollution has become the bottleneck in socioeconomic development. As a result, many countermeasures for ecological construction were drawn up in the past years. At the same time, people not only pay attention to the influence of social and economic activities on ecological environment, but also to the effects of environmental protection investment in improving environmental quality. Therefore, to scientifically evaluate the environment performance in socioeconomic development and environmental protection can provide effectively information for environmental policy making and environmental management. Based on the research and cases of environment performance evaluation, this paper puts forward the conceptual model of ecological environment evaluation system including environmental efficiency and ecological health. Two evaluation index system for environment efficiency and ecological health were built respectively and the environmental efficiency and ecological health for the 11 cities in Zhejiang province was evaluated. Data Envelopment Analysis (DEA) and Ecological Health Index (EHI) were used in environmental efficiency evaluation and ecological health evaluation. Meanwhile, the impact factors of ecological environment performance were analyzed and discussed, and countermeasures were put forward to improve ecological environment performance. The main results are shown as follows:(1) According to the relationship between socioeconomic and ecological environment system, the "Influence-Efficiency-State (IES)" conceptual assessment model for ecological environment performance was established. Based on this conceptual model, environmental efficiency and ecological health were chosen as the evaluation aspects of environment performance. Then, based on the environmental efficiency connotation, the evaluation index system of environmental efficiency containing input and output indicators was established. While, the evaluation index system of ecological health was built from two systems of environmental quality and ecological state.(2) On the basis of index system for environmental efficiency, DEA was used to measure the environmental efficiency of cities in Zhejiang province, and the results showed that the number of cities with excellent or good environmental efficiency grades was low from 2005 to 2011 and kept an decline trend. The environmental efficiency in central and southern of Zhejiang was obviously better than that of northeast and west. With the increase of investment in environment protection, the environment efficiency in northeast and west Zhejiang has improved. However, the environmental efficiency of Ningbo was relatively poor and that of Wenzhou was relatively higher during 2005 to 2010, but fell down in 2011.(3) Ecological health of cities in Zhejiang from 2005 to 2011 was evaluated with ecological health index method. The results showed that ecological health index in Jiaxing, Shaoxing and Zhoushan kept declining. The index in northeast of Zhejiang was relatively poor, but it was gradually improved with the strengthening of environmental protection. The ecological health condition in Ningbo and Jiaxing was also not going well, while the other cities showed in a fine status.(4) By analyzing the impact factors of ecological environment performance, it indicated that environmental efficiency had a positive role in promoting ecological health. None of the ten selected factors had significantly positive influence on environmental efficiency, and the factors that had significantly negative influence on environment efficiency contained ECPG, SVP, GTR and PD. However, the factors that can significantly affect the ecological health were SVP, GTR, ICWUR and PD. Among these factors, the ICWUR was the only positive one, and the SVP possessed the largest negative impact. There were significant effects of SVP, GTR and PD on both environment efficiency and ecological health, but the factors such as PCG, RIP, USCR, ISCU, and WCPG have significant effects neither for environmental efficiency nor for ecological health.
