Study On Countermeasures For Ecological Environmental Protection In Liuzhou Based On Function Orientation

Liuzhou is the second biggest city of Guangxi, which is a comprehensive regional central city dominated by industry. The proportion of industry in Liuzhou tops the list of Guangxi. With the rapid development of industrialization and urbanization in Liuzhou, serious environmental situation has not been thoroughly improved. Liuzhou has to pay more attention on ecological construction and environmental protection to ensure the sustainable socio-economic development.This paper is a case analysis on the ecological and environmental conditions of Liuzhou in the Guangxi Zhuang Autonomous Region based on the environmental thought of Marx and the eco-city theory. Liuzhou is an area inhabited by multi-ethnic minorities, besides, it is a key industrial city in southwestern China. At present, to strive to develop the industrial economy is still the general development orientation of Liuzhou. Therefore, this study describes Liuzhou’s industrial development process and local environmental protection measures at different periods to highlight the importance of the coordination between industrial economic development and ecological and environmental protection. Besides, this paper analyzes the natural geography, socio-economy, ecological and environmental features and conditions,and elaborates the geomorphological features, water environment features and atmospheric environment features. According to Liuzhou’s function orientation and divisions prescribed by the major function zoning of Guangxi, this study proposes differentiated ecological and environmental protection countermeasures. Specifically,for Liuzhou’s key zones for development, including Chengzhong District, Yufeng District, Liunan District, Liubei District, Liujiang County and Luzhai County, waste water, waste gas, waste residue and dust produced by industrial production and urban construction should be significantly reduced by cleaner production and circular economy, and the control of heavy metal contamination should be strengthened, and more eco-industry parks should be built up.In urban areas, the construction of urbaninfrastructures should be accelerated to deal with urban pollution issues like water pollution, household waste and traffic pollution. For key ecological function areas of the restricted development zones, including Sanjiang County and Rongshui County,their role of ecological barriers should be brought into full play. Moreover, karst rocky desertification should be prevented and managed. For main producing areas for agricultural products of restricted development zones, including Liucheng County and Rongan County, non-point source pollution should be controlled, and the construction of eco-food base should be promoted. For forbidden development zones, including water source protection areas, natural reserve areas, forest parks and geological parks above the county level, obligatory protection must be implement according to laws and regulations to rigorously control anthropogenic impact on ecology and environment.
