The Environmental Protection Index Analysis And Development Study In Gaoping City

This article, based on the investigation to the social economy and environmentalcondition of downtown Gaoping, analyzes the current environmental problems that exists inthis area, cooperates with the requirement of establishing environmental protection model cityin Shanxi province, then finds the distance to draw up the environmental protection goals andpollution treatment indexes for each year during the planning. Meanwhile, the relevantengineering treatments are put forward, the purpose of which is to improve ecologicalenvironment quality gradually and to coordinate the development of environment andeconomy, in the end, to achieve the goal of establishing environmental protection modelcity and improving the cities’taste.Through on-the-spot investigation and data analysis, the present environmental qualitysituation of Gaoping city has been researched. Analysis results indicate that the environmentalatmospheric quality is good and the major air pollutants contain SO2, NO2, PM10, theemission of which all meet requests of establishing environmental protection model city inShanxi province, but the index PM10shows the descent tendency. In addition, theenvironmental quality of surface water is ordinary in downtown Gaoping, and the waterquality of downtown water quality monitoring section is class IV which shows the worsenedtendency. The popularity rate of central heating and innocuous disposal of domestic garbagecould not reach the standard of the environmental indexes. Trace it to its cause, besides theindustrial structure and the industrial layout are to be optimized and adjusted, the mostimportant reason is that the environmental protection investment is relatively insufficient,historical debts are huge and it seems to be lack of environmental protection facilities andinfrastructures concerning people’s livelihood.To achieve the goal of improving the environmental quality in downtown Gaoping, someeffective measures are put forward in the plan: the industrial structure is to be optimized, the handling rate of urban sanitary sewage is to be improved, new wastes disposal sites formunicipal solid wastes (MSW) to be harmlessly treated should be established, main industrialpollution sources should be treated and it is advised to improve the utility of clean energy andpromote the heating and gas centralized supply vigorously. Meanwhile, the reducing of thesource pollutants emission and the implementation of construction of environment protectionare recommended. As a result, the environmental protection would go hand in hand witheconomic construction and people could live with the blue sky and green water.
