As the earth’s life support system, ecosystem is the material base of human survival and development. With further research on sustainable development, people gradually realized that the sustainable development of human society depends fundamentally on the sustainability of ecosystem and its services.In recent years, scholars have carried out ecosystem service value evaluations from global level, national level, regional level and single ecosystem type, less evaluations from county level, in addition, most studies rely too much on the value coefficient system established by authoritative scholars, the evaluation results only reflected the changes of ecosystem service value caused by land area changes, who was a static evaluation essentially, while the value dynamic change research caused by other factors is relatively weak.Based on the research results at home and abroad, first, this paper described ecosystem services content and evaluation index system in detail; And then, with ecosystem services evaluation model established by Costanza as the foundation, it constructed a suitable county level ecosystem service value dynamic evaluation model through equivalent factor amendments, functional correction and economy adjustment process; Finally, in Qinglong County as an example, it calculated the ecosystem services value, analyzed the space-time dynamic changes and its influencing factors. The results were as followings:(1) Based on the ecosystem services evaluation model established by Costanza, and taking the ecosystem service value of the equivalent factor system in china put forward by Xie Gaodi et al, this paper redesigned the ecosystem value equivalent factor system; made functional correction for the basic evaluation model by Introducing ecological communities secondary classification system; calculated an equivalent factor dynamic change by introducing the economic value of grain yield in per unit area; made economic adjustment for the basic evaluation model by Introducing willingness to pay and ability to pay index. Through the above four correction and adjustment process, this paper gradually built a dynamic evaluation model of ecosystem services value suitable for county level.(2) Taking Qinglong County as an example, this paper made evaluation and analysis of ecosystem service value dynamic changes in spatial and temporal from the year 2003 to 2013. The specific were as follows: From the time point of view, Qinglong County ecosystem service value Increased 1.876 billion yuan from 2003 to 2013, with an average annual rate of 1.15%, the highest proportion of ecosystem service value is biodiversity, which reached 16.22%, each land use type of ecosystem service value and the total value appeared a larger fluctuated trend of up- down- up- down; From the space point of view, the ecosystem service value change can be divided into two types of rising and high after low, it was consistent in spatial distribution during different periods of ecosystem service value, the highest value of towns were Qinglong and Zushan, whose average values reached 1.931 billion yuan and 1.677 billion yuan respectively, the lowest was Zhuzhangzi, whose average value reached 261 million yuan.(3) The basic factors for ecosystem service value change in Qinglong County was land use change, which determined the main trends of ecosystem service value, The dominant factors for ecosystem service value change in Qinglong County was economic value changes in per unit area yield of grain, and the important factors for ecosystem service value change in Qinglong County was economical coefficient changes, both of which together determined the fluctuated degree of ecosystem service value, the three combination can more truly reflect the ecosystem service value dynamic changes process in Qinglong County.
