The research on environmental governance efficiency is helpful to understand the current situation and progress of environmental governance,thus giving scientific and reasonable improvement directions and suggestions to relevant environmental protection departments.This paper selects input index,expected output index and unexpected output index from two aspects of industrial waste gas treatment and industrial waste water treatment,calculates the efficiency through Bootstrap-DEA model of unexpected output,and uses Malmquist-Luenberger index to comprehensively examine the current situation of environmental treatment in western region from the perspective of dynamic analysis.The main conclusions are as follows:(1)First of all,for the treatment of industrial waste gas and industrial wastewater in the western region from 2012 to 2015,after Bootstrap-DEA adjustment,the technical efficiency and pure technical efficiency have generally declined,indicating that the impact of random impact and external environment on the environmental treatment efficiency cannot be ignored.If only the BCC model of unexpected output is calculated,this will greatly overestimate the environmental treatment efficiency value in the western regions and is not conducive to the healthy development of environmental treatment.Secondly,since the adjusted efficiency values are all less than 1,it can rank the environmental treatment efficiency of each region in each period and get the ranking of industrial waste gas treatment efficiency in the western region:Shaanxi > Chongqing > Sichuan > Tibet > Guangxi > Guizhou > inner Mongolia >Yunnan > Gansu > Xinjiang > Qinghai > Ningxia;Ranking of industrial wastewater treatment efficiency in western region: inner Mongolia > Qinghai > Guizhou >Guangxi > Yunnan > Tibet > Sichuan > Ningxia > Xinjiang > Gansu > Chongqing >Shaanxi.(2)By comparing the results of three-stage DEA based on SBM with the results of this paper,we can see that the three-stage Bootstrap-DEA not only considers theparticularity of the unexpected output,but also eliminates the interference caused by environmental factors and random shocks.The efficiency value obtained is more real and has higher reliability.(3)The dynamic efficiency of environmental treatment in the western region from 2010 to 2015 is calculated by Malmquist-Luenberger productivity index.In the aspect of industrial waste gas treatment,first,the efficiency of industrial waste gas treatment in the western region is significantly improved.Second,Tibetundefineds technical efficiency level has stagnated,and other provinces and municipalities have improved their technical level.Third,only Chongqing,Sichuan,Tibet,Shaanxi are technological progress,the rest of the provinces and cities are retrogressive.Industrial wastewater treatment: first,the western industrial wastewater treatment efficiency is not good.Second,only Yunnan,Inner Mongolia is a decline in technical efficiency,other areas have improved technical efficiency.Third,only Chongqing,Sichuan,Inner Mongolia are technological progress,the rest of the technology is retrogressive.
