Research On Government Behavior Of Household Garbage Management In Guangzhou

With the rapid development of urbanization, the fast growth of city population and highly improved living standard in China have simultaneously caused a rapid increase of garbage discharge amount and the phenomenon of "garbage siege". "Garbage siege" has great impact on the city environment as well as the daily lives of residents. Garbage disposal has started late in China. The traditional garbage disposal ways with single channel, extensive emission and unnecessary infrastructure, which accompanied by the inadequate understandings from government and command people on waste disposal and, insufficient funding and personnel, has resulted in the erosion on city resources and environment. For example, the massive pile-up of garbage occupies the urban land and causes a certain degree of pollution on soil, water and air. Household waste has serious affected the daily lives of people living in town. Therefore, garbage disposal is becoming a widely concerned social issue as time progressed.As the country’s central city, Guangzhou not only ranks in the front on economic development level but also faces the problem on garbage disposal due to its large population. This thesis takes waste disposal as example, starting from traditional garbage transportation and disposal methods in Guangzhou, and analyzes the existed problems on current garbage disposal. Then it will propose highly individualized solutions and countermeasures in scientific and rational approaches, and solve the disposal problem of garbage in Guangzhou from the point of view of government behavior. General contents of this paper:Based on detailed survey data on Guangzhou municipal garbage, extensive data collection and in-depth understandings of current discharge amount, collective ways, major disposal methods and incompetence of disposal of garbage in Guangzhou, it concludes by analysis that the problems exist in all aspects of waste disposal-inadequate infrastructure of waste disposal, insufficient garbage classification measures, extensive disposal ways, poor execution on new disposal methods and deficiency of waste system management. On this basis, it proposes that the solutions to Guangzhou municipal garbage are government-led, common concern, modern technology and standardized management.Chapter 2 describes the theoretical concepts on waste disposal. Regarding the definition of household waste and municipal waste, it comprehensively analyzed the relevant aspects of the theory. It theoretically studies the hazards of improper waste disposal, and proposes the theory of communal product and government functions with the aim of the development direction of future garbage disposal in a government approach.Chapter 3 analyzes the current situation and encountered problems of Guangzhou garbage disposal and, discusses the goals which garbage disposal in Guangzhou wants to achieve. It also specifically analyzes the current disposal methods and situation of household waste in Guangzhou, and elaborates the innovations in garbage disposal in Guangzhou:a number of waste disposal ways, the implementation of garbage classification, the collection of garbage fees in some areas, etc.Chapter 4 analyzes the problems occurred in garbage disposal in Guangzhou. From the policy, infrastructure, public participation, short of funds and other aspects, it analyzes the specific reasons that hinder the effectiveness of household waste disposal in Guangzhou. It discusses from the aspects of government administration, infrastructure, funding support, public participation as well as comprehensive benefits gained from garbage disposal.Chapter 5 describes the specific harm caused by municipal waste, as well as the investments that the government and community have to make to solve the problem. Then it analyzes the benefits from the inputs, and input-output efficiency of household waste disposals, which establishes the theoretical basis for the upgrade garbage disposal technology.Chapter 6 discusses the optimization of government behavior of household waste management in Guangzhou. From the related organizational system and deepened garbage disposal ways, it analyzes the measures that Guangzhou has taken to deal with garbage disposals.
