Therefore, how to deal with municipal solid waste has become an urgent problem to be solved. In the traditional mode of waste disposal, the government is in the all-encompassing position, although it is a good unified supervision and management, but also bring money sleepy, backward technology, low efficiency and other issues, so the modern municipal solid waste treatment can not rely solely on the government’s all-inclusive model.In order to solve these problems in urban waste, urban waste management market reform has become an inevitable trend. The PPP model to combine effective policies to support the government and private sector funding and technical superiority philosophy, a good choice for urban waste disposal. However, PPP model applied to municipal waste will encounter a variety of risk factors, so how risk management has become the focus of our concern.Firstly, the theory of PPP models and risk under PPP mode to sort out, and domestic and urban waste disposal PPP model used to analyze the status quo, to provide background knowledge for the following study. PPP model risk analysis and risk characteristics of the body of waste in the city on this basis. Then the risk factors under the PPP model of urban waste preliminary identification, and through the use of questionnaires and factor analysis to classify the key risk factors and conduct a more systematic analysis. Finally, in compliance with the PPP model, based on the principle of risk-sharing, designed to share programs and corresponding measures to resolve the key risk factors.
