Research On Financing Risk Management Of PPP Project Of Municipal Solid Waste Treatment Plant In HS City

With the development of China's economic,the quality and efficiency of urbanization have been steadily improved,the urbanization development model,which is based on the traditional focus on GDP growth,has been transformed into a new stage of urbanization with people-oriented and sustainable development.People are paying more and more attention to the green,low-carbon and civilized development of living environment.Therefore,the accumulation of urban garbage and pollution problems are urgently needed to be discussed.The treatment of traditional municipal waste is "wrapped up" by the government,the government will not only fund the construction of waste disposal facilities separately,but also take charge of the whole process of garbage disposal.Government funding is limited,it is difficult to increase management efficiency,to "waste" this a public service and dedication to work is unable to do,after the PPP mode into people's horizons,bring this dilemma.In 2017,the ministry of finance,housing,environmental protection,the ministry of agriculture,four ministries jointly issued a requirements to speed up the construction of ecological civilization system,fully attract social capital to participate in garbage disposal project,standard garbage disposal industry,market operation,ensuring the healthy development of the waste disposal industry.Various policies and regulations have been issued to encourage social capital to participate in the investment,construction and operation of public projects with certain profitability through the mode of government and social capital cooperation,it can effectively reduce the financial pressure of local governments and improve the efficiency of project operation.At the same time,the project is under the supervision of the market,also promoted the development of the garbage disposal project.However,things always have two sides,the waste disposal project has the characteristics of large investment capital requirement and long payback period,the addition of social capital also means that the participation of the project is increasing,funding risks have become more diversified and complex.Improper financing risk control will directly lead to project failure,therefore,how to manage the financing risk properly and ensure the smooth completion of the project is the key issue that must be considered in PPP mode application.This paper is based on the research of relevant literatures at home and abroad,combined with the actual situation of the PPP project in huangshan municipal solid waste treatment plant.In this paper,the research and investigation of the project company is carried out,and the financing risk of this project is studied.The full text is divided into six chapters,the main content is:The first chapter is the introduction.The introduction gives a general description of the background,significance,research status,main contents,research methods and topic framework of the thesis.The second chapter is the concept definition and relevant theoretical basis.The second chapter introduces the concept and theoretical basis of PPP mode and financing risk management.The third chapter introduces the background of the implementation of the project of HS municipal solid waste treatment plant,introduces the project overview financing structure operation process and the risk sources that the project may cause financing risk.Chapter four is the key chapter of this paper.Through risk identification,the main risk factors of the project were identified,and the risk assessment was carried out by using the government financial capacity analysis and sensitivity analysis to identify the significant financing risks in the project.The fifth chapter puts forward specific measures to analyze the financing risk factors,and puts forward some Suggestions to deal with the financing risks of PPP projects.The sixth chapter is the conclusion and deficiency.Summarize the conclusion of this paper and point out the shortcomings.Based on the financing risk as a starting point,to stand in the Angle of the project company found that risk,solve risk,research perspective is unique,practical significance and the strong,control risk,some solutions are put forward for project company strong operability.
