Research On The Application Of PPP Model In Municipal Solid Waste Treatment Under The Background Of New Urbanization

Since the new century, the construction of Chinese urbanization develops steadily, from the traditional urbanization gradually to the people-oriented new urbanization transition. With the rapid development of new urbanization and promote of economy, our country city life garbage production surge. Sharp rise in the amount of garbage generated great harm, the specific performance: damage to the city’s appearance, lower the quality of life of citizens, the pollution of the environment of human. Traditional government urban living garbage processing mode is the government package dry sanitation management system, this management system exists all kinds of problems, such as urban sanitation management laws and regulations are not perfect, citizens of garbage collection awareness needs to be strengthened, project unitary subject of investment and funding gap, the current waste treatment management low efficiency in the system, our garbage disposal of facilities and technical level is backward pollution problem is serious. In this situation, a new way of city life garbage disposal- PPP mode is of great significance.PPP model takes advantage of the three, respectively, partnership interests and risk sharing. In PPP model, government departments and the private sector to partnership, this relationship means government is no longer the traditional dominant role, but with the private sector in equal status, should pay more attention to play the role of supervision and regulation in the project, and the private sector to undertake the project construction management and other aspects of the operation, by using the advantages of its own management technology, trying to meet the requirements of the government departments of the project, production to meet the public demand for high-quality public products or service. And for the government to make proper financial support and subsidies to the private sector etc. to ensure access to the interests of the private sector. In short, the government and private sector cooperation can not only alleviate the financial pressure, but also can make full use of socialcapital management technology and capital advantages. So the application of PPP mode in the city life garbage in the study is very necessary.n this paper, the first chapter introduces the background and significance, the domestic and foreign research review, the structure and lack of innovation. The second chapter describes the concept, characteristic and classification of PPP model, theoretical basis and theory of public goods, project distinguishing theory, principal agent theory, stakeholder interests etc. six theory as the application of PPP model in municipal solid waste treatment. In the third chapter, the author analyzes the Chinese government in urban living garbage disposal in facing the predicament, based on the necessity and the feasibility of application of PPP mode in urban living garbage processing field argument that PPP model can be as the new town construction background of urban living garbage disposal in a new way. In chapter four, the thesis introduced Dalian city center living area of waste incineration project, summed up the successful experience of the case, and then combined with the crucial in this case early failure reasons are PPP mode, namely profit distribution and risk sharing problems and contract about governance issues, then made a concrete analysis of PPP model in urban living garbage disposal in operation mechanism, three aspects, from the distribution of benefits, risk sharing and contractual governance do detailed analysis. Finally, it puts forward some policy suggestions on how to promote the application of PPP model in urban domestic waste disposal.
