Since reform and opening up, the rapid rise of our country’s equipment manufacture enterprises, the competition increasing fiery, which lead to the traditional equipment manufacture enterprises facing the choices of transformation or upgrade. Along with implement of the going-out strategy, foreign contracted projects increasing rapidly. But under the situation of characteristics of EPC, and the indeterminate corresponding organization, how to make a suitable organization and management is in the first priority.This paper based on SASAN coal mine project, aimed the organization problems which have been facing during project early stage. First through tiding the domestic and foreign thesis, the sorting of monographs and periodicals, analysis the theory and method of "flattening management" and "project management", further study the internal relations between the two, find the support in the theoretical level.Secondly, uses site observation, checking interior management documents and depth interview method, making the first hand information. Comprehensive analysis the organization of India SASAN project, under the view of qualitative, analysis the problems of this project management and organization structure.Third, basis on above analysis, find a way to combination of "flattening management" with project management, try to use flat thought to guide EPC contractor project management of the large coal conveying system. Build a flattening project management and organization structure chart of process as oriented and customer as center, from the view of organization workflow, expound all the logical relationship of organization system and the main ideas and specific practices of "flattening organization" formed, and from two aspects of organization structure adjustment and the appraisal mechanism guarantee mechanism of organization.Fourth, in order to ensure the smooth progress of the above organization mode, respectively, give suggestion to the top managers and employees, then stack the odds for the project management during transition, lay the foundation for the company in EPC project contracting market, to achieve the ultimate goal of healthy development of the medium and long term business.From SASAN project practice application shows that this paper establish a flattening organizational pattern, conform to the process oriented and user-centered ideas, design overall, practical high, almost achieve the project goals, offer one way to improve the management level of large coal conveying system EPC contractor.
