After more than 50 years of development,XX oil production plant of Dagang Oilfield Company of Petro China has entered the middle and late stage of production.Facing the "three high" stage of high water cut,high recovery degree and high oil recovery rate,it is difficult to stabilize crude oil production,which directly affects the production,operation and sustainable development of oilfield enterprises.At the same time,with the accelerated pace of economic globalization,China's economic system reform is more in-depth,the business environment has undergone profound changes,oilfield enterprises are facing severe tests and sharp challenges.All these indicate that oilfield enterprises have entered a new stage of all-round,multi-level and wide-ranging opening,competition and development.How to use scientific management mode to maintain competitive advantage has become an important issue at present.This paper takes oil and gas production of oil production plant as the research object,through the analysis and collation of domestic and foreign research literature,guided by modern enterprise project management organization theory,project management theory and life cycle theory,the current production and operation mode of XX oil production plant is studied,and the problems caused by traditional organization structure in the production and operation process are found After continuous exploration and experiment,according to the life cycle theory of oil and gas production,a new project management organization mechanism covering the whole process of oil and gas production is designed,forming a "1 + 4 + 1" project management operation mode,and improving the shortcomings of the current management mode.The main work after the construction of project management organization is as follows:(1)According to the key work of different stages in the whole process of oil and gas development,establish the "2 + 4 + 2" project operation management department and clarify the responsibilities.(2)Through process reengineering,the oil and gas development work is more high-quality and efficient.(3)The operation guarantee measures are designed to promote the smooth operation of project management organization.(4)Through the continuous tracking of production operation,the production situation under the new mechanism is compared and evaluated.According to the operation of project management,the production and operation management effect of oil production plants shows that the management mode can solve the various shortcomings existing in the previous traditional organization mode,greatly improve the oil and gas development and production effect,and also provide reference for the next organizational reform of some oil production plants.
