Chemical system Engineering is a complex and high-risk of spatial structure. It is important to effectively control chemical industry accidents which has a theoretical and practical significance. Although mechanism of accidents varies, all the factors are interrelated and interact on each other. According to characteristics of chemical industries, Effective identificate and evaluate potential risk and hazardous factors, conclude the likelihood of occurrence and severity of accidents, especially major accidents and occupational hazards. For serious potential accidents, make effective safety precautions timely, and supervise the implementation of measures, reduce the incidence of accidents effectively.The paper carries out research on Chemical Safety and safety evaluation, takes 40,000 tons/year ethylene oxide project as the evaluation targets. Ethylene oxide project belongs to major hazards, with characteristics of flammable, explosive, toxic, harmful, high temperature, high pressure, high-risk etc, in process of production and storage. Once leak, triggering accidents of fire and explosion, will cause great casualties and property losses. Major hazards evaluation is a important means and tool to achieving Regulatory oversight. At home and abroad, Dow F&E index method, Mond, HAZOP, major hazard risk evaluation(flammable, explosive and toxic) widely used. Based on risk evaluation of material and process, Dow F&E index method and Mond ignored the function of safety measures. Regardless of the existing safety protection measures and useful life, it is concluded the same results for evaluating the analogical system and engineering with the similar products and raw materials and technological process. With deviation as the evaluation index, HAZOP is complex operation, error-prone and omissions. With comprehensive indexes and accurate results, major hazard risk evaluation is a targeted and efficient approach, but procedure is complex, calculations are tedious, correlation coefficient selection is subjective.Major hazard evaluation system which is based on the method of major hazard risk evaluation(flammable, explosive and toxic), Safety Check List, AHP and Neural Network, is developed and encoded by Lab VIEW platform. Through field research on production, storage equipment and the process engineering of 40000 tons/year ethylene oxide project, Analog calculations are conducted on the inherent risk and risk grade, the current risk and control level, using neural network module for data processing, obtained matched-degree of risk grade and control level. It has obvious superiority that overcomes complicated calculation and subjective selection to correlation coefficient of current evaluation methods, rapidly and accurately implemented risk evaluation of project, verified reliability and operability of the evaluation system.
