In the 21 st century, the crisis of energy and food has made developing the resource become “a war without gun somke” all over the world. In the world, the proven reserves of fossil fuels is decreasing. In face of the traditional fossil energy drying up and environment being worse and worse, after the Copenhagen Conference the constraint of carbon emission appeared, many countries has took developing the renewable resources to replace fossil on large scale into consideration. In our country, because of the energy consumption structure that was mainly fossil fuels such as coal and oil last years, the harm to environment become more and more significant and the demand of developing new clean energy is increasingly urgent.In the face of the coming energy crisis, countries all raise the power to explore the new energy. Compared with the developed countries such as the United Sta tes, Brazil, the research on developing cellulosic ethanol in our country is still in its infancy. In order to adjust measures to local conditions to development cellulosic ethanol, it is necessary to do research on the development strategy. This study is from the perspective of sustainable development, taking Tianjin as an example, through comparing the sustainability between the cellulose ethanol replacing Tianjin traditional energy and the way to straw energy utilization to explore the limiting factors in the development process of cellulosic ethanol and then puts forward the feasible development strategy and the suggestion.For this purpose, first, in Tianjin, through understanding and predicting the situation of energy and straw, using the method of cost-benefit analysis, compared cellulosic ethanol and the energy that is consumed most currently such as coal, oil and natural gas, from three aspects such as society, economy and environment cellulose ethanol has the optimal comprehensive benefit; Based on predicting the straw yield and energy consumption in 2020,compared the cellulosic ethanol factories in different scales from the three aspects such as social, economic and environmental benefits, it shows that the bigger the scale of the developing cellulosic ethanol, the better comprehensive benefits.Secondly, through understanding the straw quantity that can be collected and straw resource utilization situation in Tianjin and analyzing environmental cost and benefit of the three energy-oriented utilization way such as straw power, straw biogas and cellulosic ethanol, it is known that cellulosic ethanol economic efficiency is slightly lower than biogas, but environmental and social benefits is much better than the biogas. Therefore, cellulose ethanol is optimal in the three ways.Though the two points above, combining with the current situation of the development of cellulosic ethanol in Tianjin, development of cellulosic ethanol in this city is still in a bottleneck stage and has its own constraints currently. Therefore, using the analytic hierarchy process(AHP), building sustainable development evaluation system of cellulosic ethanol, combined with the questionnaire survey, the limita tion to the development of cellulosic ethanol in Tianjin factors is obtained, mainly includes: straw collection problem, high production cost. Finally, according to the ideas of the full life cycle, combined with the experience of the development of cellulosic ethanol industry at inland and abroad, guidelines and suggestions to develop cellulosic ethanol in Tianjin are proposed. It is shown briefly as follow.(1) Establish and improve the system of laws and regulations, intensify the penalties and regulation of straw burning;(2) Plan the crop planting reasonably in Tianjin and increasing the concentration degree of the plant to realize the mechanization in the process of planting;(3)Establish and improve the system of straw collection management constantly, and plan the straw collection point and the factories’ location reasonably;(4)Intensify the research on straw pretreatment and enzyme degradation to reduce the cost of production;(5)Strengthen international communication and cooperation。...
