The air quality in Shenzhen is better compared with other mega-cities in China.However,the annual averagePM2.5concentration in Shenzhen is still 3timestheair qualityguidancerecommendedbyWorldHealth Ooganization?10?g/m3?.Further actions shall be taken to improve the air quality in Shenzhen.Therefore,cost-benefitanalysis on air pollution control measures is essential for the scientificand effective policy-making in Shenzhen.Based on the state-of-art models of air pollution control cost,this study summarize the cost evaluation methods and develop the Tool of Air Pollution Control Cost?TAPCC?.The TAPCC model combines energy technology and air pollution control techniques,using linear-programming and dynamic optimization to optimize the cost for air pollution control strategy.Moreover,this study builds a cost database on air pollution control techniques in China based on literature search and field investigation.Then we evaluate the cost of“Key air pollution control measures during 2016-2020 in Shenzhen”.And the air quality improvement is calculated by CMAQ and re-evaluated by SMAT-CE.Finally the health benefit are assessed using the Exposure-Response function.The study shows that the total annual cost of key control measures is 3680million RMB,of which 1950 million RMB are for vehicle pollution control,580million RMB are for industry pollution control,and 1150 million RMB are for VOCs pollution control.In 2020,the emission reductions of the key control measures on CO,VOCs,NOX,PM2.5 and SO2 are 128597t/a,58694t/a,18864t/a,3618t/a,and 3003t/a,respectively.CMAQ shows that the PM2.5 concentration in Shenzhen will be 27.6?g/m3 in 2020,and fails to attain the Interim-Target phase II of WHO air quality guidance?25?g/m3?.The implementation of these key control measures will result in 4760 or 11970 million RMB annual health benefit,which is higher than the cost.The benefit/cost ratio is 1.30 or 3.23.The primary emissions of PM2.5 has significant impacts on the PM2.5pollution in Shenzhen.Vehicle emission is one of the most important source for primary PM.Emissions from surrounding cities have significant impacts on PM2.5 pollution in Shenzhen,therefore Shenzhen cannot attain the target of 25?g/m3 by solely air pollution control in Shenzhen.In future,Shenzhen's air quality control strategy should emphasize the vehicle emission control and VOCs emission reduction,as well as joint prevention and control in PRD region.
