Besides significant contributions to the economy development, the construction industry has been generating a large amount of solid waste, which exerts a great adverse impact on the environment. In the last decades, construction waste management(CWM) gradually draws extensive attention worldwide. Firstly, this study presents a review of the CWM research topics and approaches together with their shortcomings demonstrated. Secondly, after literature review, it puts forward the research ideas that integrating complex adaptive systems theory, theory of planned behavior, agent-based modeling and simulation technology to building an artificial society for Shenzhen construction waste integrated management on Repast Simphony 2.2 by Java, with the task of systematic analysis and research, modeling and implementation of multi-Agent Systems, dynamic evolution of policy control mechanisms and experimental analysis conducted. Finally, it takes new construction residential projects in2012 as sample to analyze the questions of how the interactions between stakeholders promote the dynamic evolution of integrated construction waste management and how the policies(source separation, pay-as-you-throw, publicity and education) affect the outcomes of construction waste integrated management. Then the following conclusions are drawn:(1) The dynamic evolution of construction waste integrated management system should attribute to parameter(including source reduction rate, illegal dumping rate, on-site sorting rate, waste reusing and recycling rate) value changes which caused by the diffusion and spread of reduction design technology, the concept of green construction management and related technology during interaction between stakeholders.(2) Taking the essential strategy for CWM in 2012 as a benchmark, in terms of economic benefits, adjusting publicity and education strategy is regarded as the best policy with the most cost saving of 179 million yuan, while adjusting the triangulated policy of source separation, pay-as-you-throw, publicity and education contributes to the bestenvironmental benefits including the energy consumption saving of about 90.391 million kgce,resource consumption potential decreasing by about 4.19e-9, carbon dioxide emissions reducing by about 996.98 tons and land occupied space saving almost 101000 m3.In short, the great potential of agent-based modeling to address CWM issues based on theory of planned behavior from Complex Adaptive System(CAS) theory perspective is revealed. Follow-up studies will mainly focuse on how to refine the related agents’ behavior and increase their intelligence, as well as conducting model validation with data of construction waste management from Shenzhen Municipal Waste Management Departments.
