At present, the situation of eco-environment in China has gradually become a comprehensive question concerning economic, political, social and cultural situation, and is not able to meet the basic needs of building a well-off society in an all-round way. The problem of natural environment is related to our long-standing natural causes and development stages, and is closely related to the people’s subjective consciousness, as well as the existing policy and institution mechanism.The particularity of the geographical location has determined that Inner Mongolia will play a key role of ecological barrier and become the important ecological defense of northern China. Therefore, promoting the construction of ecological civilization in Inner Mongolia not only has a far-reaching influence on its own development, but also has an important meaning for environmental protection and improvement of the country. "People-oriented" ecological civilization system construction will take the masses as the subject of the system construction, and effectively implement the "people-oriented" to the entire construction of ecological civilization form the point of the interests of the masses.The.general idea of this article is to take the interaction between "people-oriented" and ecological civilization system as theoretical foundation, discusses what kind of institutional system be able to promote the construction of ecological civilization under the guidance of the "people-oriented" philosophy. Further discussion will be toke out on how the ecological civilization systems combine the scientific connotation and the basic requirements of "people-oriented" concept, giving more prominence to the interests of the masses during the construction of ecological civilization, and promote innovation and improvement of the construction of ecological civilization system. The first part is an introduction. The second part mainly analyzes the overview of the "people-oriented" concept and the construction of ecological civilization system. First, discuss the proposal and the theoretical basis of the "people-oriented" theory from three aspects:the ancient Chinese "People Thought," Western "Humanism" and Marxist "people-oriented" theory. Second, discuss the basic meaning and practical significance of "people-oriented" theory from two different perspectives:the general meaning and the development significance. Finally, respectively explains the connotation of system, ecological civilization and ecological civilization system. The third part mainly discusses the humanism connotation of the ecological civilization system construction in Inner Mongolia and the necessity of ecological civilization system construction in Inner Mongolia that adhere to the "people-oriented" thinking. The fourth part analyzes the current situation and problems of ecological civilization system construction in Chi Feng, Inner Mongolia. In order to grasp the ecological civilization system construction situation more accurately in the region, we selected Baarin Right Banner, Keshikten Banner, Arkhorqin Banner, Ongnood Banner as a representative, investigate the people’s understanding on the local ecological system in the form of questionnaires and conclude a few of more prominent issues. The fifth part discusses the measures of ecological civilization system construction under the guidance of the "people-oriented" concept. The construction of "people-oriented" ecological civilization system must rely on the strength of the masses; the government’s correct guidance can improve the ecological consciousness of the masses, adhere to the principles of social justice and equity and play a main role of the masses in the institutional construction start from the people’s interests and needs.
