With the continuous development of economy, people’s demand for energy is increasing. As one of the main energy, in the same way, the demand for oil is also increasing. When the land oil resources was insufficient to meet this demand, people turned their target to the vast ocean. Thus, the offshore drilling is increasing, and the maritime transport is growing at the same time, which causing the higher and higher frequency of sea oil spill accident, and the increasing trend of the amount of oil spills.Even though the oil spills covered on the sea surface will cause a negative effect on Marine ecological environment and Marine economic activities, but we can not avoid it with the quick development of economy. So people take their focus on the timely foundation of oil spills covered on the sea surfaces, and thus they can take measures timely to deal with the oil spills. In this context, people began to explore the more efficient way to monitor the sea covered by oil spills.At present, it is popular to use the method of remote sensing, such as visible light remote sensing, infrared remote sensing, laser remote sensing, ultraviolet fluorescence remote sensing, microwave radiometer and radar, etc. Among them, microwave remote sensing has a lot of advantages,such as that it can penetrate clouds, have little affect by the weather, and can work around the clock, and so it has a more and more extensive application in the oil spill monitoring. People take more study on the microwave remote sensing images compared with the mechanism of the microwave remote sensing method to monitor the sea surface of the oil spill. By studying its mechanism, we can have a better study on the analysis of microwave remote sensing image, therefore, the study of mechanism in recent years also brought to the attention of the scholars.The monitoring of sea surface by microwave remote sensing is realized by the difference backscattering coefficient caused by the capillary and gravity waves. When the sea surface is covered by the oil spills, its capillary gravity waves will be damped, which will cause the decrease of the backscattering coefficient. The technology of microwave remote sensing detect whether there is oil spills on the sea surface by detecting the change of backscattering coefficient. And so it is a systemic research process for the microwave backscattering modeling of sea surface covered by oil spills. First of all, we should study some knowledge of Marine, mainly for the study of wave spectrum. Then we can set up the backscattering modeling by studying the microwave backscattering of clean sea surface, with the knowledge of marine. At last, we study the influence of microwave backscattering caused by the oil spills, and modify the microwave scattering modeling of clean sea surface, and realize the microwave backscattering modeling of sea surface covered by oil spills.In this paper, two scale microwave scattering model is applied to the modeling of sea surface covered by oil spills. We also compare and verify the result with the data obtained from the experiments.
