Research On Calculation Of Atmospheric Environmental Capacity During Jingmen 12th Five-year Plan

Environmental capacity refers to the maximum tolerance on the pollutants for human and natural environment, in condition that they are not affected. Atmospheric environmental capacity refers to the total air pollutant emission discharged in a given area, to achieve the goal of environmental air protection. There are some factors that affect the capacity of the atmospheric environment: social function, environmental background, the layout of pollution, physical and chemical properties of pollutants, and the atmospheric environmental self-purification capacity.Atmospheric environmental capacity is a resource and it also determins the total emissions of air pollutants. Environmental capacity of the atmosphere is vital for the sustainable development in the region. Therefore, it's necessary to consider the environmental capacity of the ration, when we have to determin the air pollutant emission control targets.During the "Eleventh Five-Year" period, the concentrations of SO2, NOX and PM10 in Jiangmen city met the national second standards, and air quality was generally good. However, the concentration of pollutants increase and some regional pollution was serious. Because Jiangmen is located in the Pearl River Delta area of urban acid rain, acid rain frequency is quite high and pollution is serious. The number of motor vehicles in Jiangmen city is growing rapidly, thus the exhaust emission has increased. Jiangmen is the power output type city. With quite a lot of coal fired power plants, the sulfur dioxide and nitrogen oxides are generated in large volume. Pollutant emission reduction is difficult.The"Twelfth Five-Year Plan"period is an important period for the economic and social development, for the strategic adjustment of economic structure, as well as the key period for reversing the trend of environmental degradation fundamentally, and improving environmental conditions.This study uses the A-P value method and the Multi-source model method to calculat the atmospheric environmental capacity of Jiangmen city, based on Jiangmen's natural environment, characteristics of pollution meteorology, present situation of the atmospheric environment quality, the regional distribution of pollution sources, etc. Finally, atmospheric environmental capacity value will be the recommended in order to help the regional air pollutant emission control and environmental management, and to offer the basis for the policy decision of carrying out the " Twelfth Five-Year "Atmospheric Environmental Planning.
