Presently, Coal is the basic energy and important raw materials, It has an important position in the national economy, accounting for more than 70%.The main producing areas of coal concentrated in Shanxi and Inner Mongolia in the west, but the coal consumption is relatively concentrated in economically developed area of middle east ministry, the basic pattern has long formed the "Northern Coal Shipped South" and "on the West Coal East Tune". Coal transportation modes include road and railway transport, but the railway line construction compared to limit the scope of highway transportation, more generally, each configured with the automobile transportation system in coal mine. But still in manual scheduling, the paper ticket transfer state, vehicle traffic caused by the slow, inefficient, people cheat problem.At first, the status quo of e-file protection technology is analyzed, and its key techniques and transaction patterns are also investigated. Through market study, the merits and drawbacks of different e-file protection products are given. On the basis of the above research, the thesis decides to develop the ETC (Electronic Toll Collection).Secondly, the key techniques are analyzed and described, such as typical encryption algorithms, Windows Hook and Microsoft.NET. Thirdly, the needs analysis of EDPS is given, including design objective and function requirement. The architecture and transaction flows are designed accordingly. Finally, EDPS is realized. EDPS consists of data center, server and client. Data center runs data management system, and provides data support in background for the system. According to operation policy, sever provides operation information and data for clients. Clients receive the information and perform the control and protection for e-files. The thesis describes the environment of typical application, and demonstrates the application effect of the client and server.The Completely automatic scheduling system for loading in this thesis has been put into use in the GuoJia He mine of Baoji City, Shaanxi Province,it links the organic integration of the originally relatively isolated as whole, each control equipment of the automatic continuous operation, complete vehicle identification, weighing, loading statistical data, with the fastest speed, realizes the monitoring and management of vehicle access mines, automatic loading weighing, orderly scheduling objective, greatly shortening the auxiliary time of loading, improve transport efficiency of coal mine.
