With the acceleration of urbanization, the shortage of water resources is growing.In order to solve the problem of the short supply of urban water resources, The government needs to take measures to save and increaseresources.According to practical experience at home and abroad, compared with other methods, wastewater reclamation is the most effective way to solve the water shortage. But in the process of the reclaimed water reuse, urban waste water reclamation and reuse configuration exist the problem of irrational use of facilities, resulting in recycled water can not be used efficiently.This paper is based on urban development planning, which advocating rational planning development of the layout and scale, making the analyses and solving the planning and construction contradiction. This paper needs to solve the current problems of renewable water resources allocation.The research process combines urban regeneration water allocation theory and the theory of sustainable development, and uses critical distance method of Yuyang region in Yulin City. Data is getting from researching local reclaimed water users, local urban planning authority, local government, local people in charge of recycled water related personnel, inquiry Water Resources Bulletin, China’s water network, good literature, Statistical Yearbook.Then analyzes the status of urban water resources and recycled water plant profiles of the city.The critical distance can distinguish distribution between centralized and decentralized of urban sewage treatment plant.The minimum cost of the objective function is to determine the number of recycled water, recycled water treatment and recycled water scale services. Combines quantitative and qualitative methods.Qualitative analysis ofthe root causes of problems and solutions,Quantitative analysis of the data to solve the problem by the establishment of mathematical models.Critical distance mathematical model is established to solve the problem of renewable water resources allocation.Therefore, based on the scale of development of Yuyang region in Yulin City development status and sewage treatment plants, It uses the critical distance mathematical model to solve the problem. It proposed rational allocation scheme recently in 2020 and long-term in 2025 of the region.Then analyses the economic benefits, environmental benefits,Social benefits.Finally, analyses of the feasibility of using this method derived in planning and puts forward the renewable water reuse configuration countermeasures and suggestions.
