Refining industry is one of the most important energy process industries. During the processing, it consumes a lot of energy either. Hence, the reduction of the energy consummation is very significant. Through it more products are gained, and hence more benefit is earned, and the resource is used better. In 2000, the consummation of the refining industry is 79 kilogram standard oil per ton in China, while it is 51 kilogram standard oil per ton in developed countries. So it is necessary to carry out some researches about how to reduce the consummation of our refining industry. In this paper, the following researches are discussed:First, in the basic of the principle of dynamic programming, the principle of variable-structure dynamic programming is proposed. It is an extension of the principle of normal dynamic programming. In fact, it isn't a substantial extending;It's just a trivial expanding of the normal principle of dynamic programming to the topics in this paper.Secondly, the relationship between the consummation and output was obtained by the regression analysis. Based on the relationship between the consummation and output, the technics-flow model of refining industry is set up.Finally , in term of the principle of variable-structure dynamic programming, three optimized technics-flows are obtained subject to the total sales amount and the total benefit as the optimized objective, respectively. Analysis and computations reveal what are the equipments that need to be improved mostly.
