General Secretary Xi Jinping pointed out in his "19th National Congress" that mankind and nature are communities of life.In the future,we must build a beautiful new China.In order to meet the people's growing needs for a better life,we must form a space-saving pattern for saving resources and protecting the environment,promote green development,build a green technology innovation system and expand the energy-saving and environmental protection industry.At the same time of economic development,we can not neglect the problems of ecological environment.Therefore,the development of energy-saving and environmental protection industries must also have strong economic support.This will not only promote economic development but also ensure the ecological environment and establish a recycling-oriented society.In recent years,China's energy-saving and environmental protection industry has begun to take shape and has turned into a period of growth from the early stage.At this time,the energy-saving and environmental protection industry needs more support and the research on the influencing factors of the competitiveness of the energy-saving and environmental protection industry is also very necessary.In this paper,the threshold regression model is used to analyze the relationship between economic development and industrial structure and the competitiveness of science and technology of energy-saving and environmental protection industries.The threshold regression model can be used to describe the characteristics of complex nonlinear relationships such as mutation,periodicity and fragmentation.Has good robustness and accuracy,and its wide range of applications.Through the method of factor analysis,four common factors are obtained,and on this basis,the threshold regression model is constructed,the sample data is segmented,the different regions are classified,and finally the threshold regression equation is obtained.Among them,dependent variable is the green development index of each region,which is used to represent the competitiveness of energy-saving and environmental protection industry.GDP is taken as the threshold variable and the remaining control variables are four public factors.Through theoretical research and empirical research,this paper draws the following conclusions:(1)Investment and Financing Factors: The level of investment and financing in China's energy-saving and environmental protection industry is continuously increasing in recent years,and the channels for investment and financing are increasingly diversified.However,there are still many problems.For example,the investment and financing channels for enterprises are still based on their own funds And the bank loans,mainly through the market to finance less business,equity and debt financing efficiency is not very high,which also led to the lack of investment and financing the entire industry,thus limiting the development of energy saving and environmental protection industries.(2)Scientific and technological factors: By studying the trade of high-tech enterprises and technology contracts related to energy-saving and environmental protection industries in our country,it is found that the special technical level of energy saving and environmental protection in our country is continuously improving and there is a great progress in new energy,energy-efficient technologies and environmental protection technologies Great progress,but there are still some gaps with developed countries.In addition,the subdivision of energy saving and environmental protection technology,the level of China's energy saving technology is significantly higher than the environmental protection technology,from 2007 to 2013,the industrial output value of energy saving technology was significantly higher than the environmental protection technology.(3)Institutional and policy factors: There are not many types and quantities of policies related to energy saving and environmental protection in our country,which need further improvement.However,a relatively complete policy system has been established so far.This article mainly analyzes the fiscal and taxation policies on energy saving and environmental protection.In terms of finance,the fiscal investment in the energy-saving and environmental protection industry is not sufficient,unstable and uneven,and the utilization is not reasonable.This limits the long-term development of the energy-saving and environmental protection industry.In addition,the recognition of financial subsidies is single in scope and narrow in scope,and not conducive to the development of the industry.In terms of taxation,our country does not regulate and control energy-saving and environmental protection industries well.The scope of resource tax is not wide enough,the tax rate is low,and there is no good effect.Although our country already has some related tax policies,its starting point is not facing the energy conservation and environmental protection.This is also the embodiment of China's policy in this area is not very complete.(4)Industrial environment factors: The level of economic development,industrial structure,environmental pollution control,energy consumption,resource recycling,marketization,and external environmental technologies can reflect the industrial environment of China's energy-saving and environmental protection industries.In recent years,China's industrial environment has been continuously optimized and improved.The development of China ' s energy saving and environmental protection industry has created favorable conditions,but it still has a certain gap compared to developed countries.The development experience of many developed countries is also worth learning from.(5)Empirical analysis: Through factor analysis,a total of four common factors were extracted,which can be summarized as industrial basic factors,industrial structure factors,environmental stress factors,and social benefit factors.The development of China's energy conservation and environmental protection industries is almost half of the industrial base and industrial structure.These two factors mainly represent the internal factors of the energy conservation and environmental protection industry,including the level of economic development in the region,the three industrial structures,and environmental pollution.Governance,investment in the energy conservation and environmental protection industry,and personnel,as well as scientific and technological research and development.The proportions accounted for by environmental stress factors and social benefit factors are relatively small,indicating that the impact of these factors on the competitiveness of energy-saving and environmental protection industries is not the most important.From the scores and rankings of different provinces,municipalities and autonomous regions in China,it can be roughly concluded that the overall level of energy-saving and environmental protection industries in the eastern part of China is still higher than that in the central and western regions,but there are also a small number of central and western regions that are catching up,such as Hebei,Henan and Shanxi.Wait.The development of energy-saving and environmental protection industries in the central and western regions is relatively large.While developing the economy,the development of energy-saving and environmental protection industries cannot be ignored.By building a threshold regression model and cutting the sample data into two samples,it can be concluded that Chongqing,Heilongjiang,Yunnan,Jilin,Shanxi,Guizhou,Xinjiang,Gansu,Hainan,Ningxia,and Qinghai are part of the energy conservation and environmental protection industry.The power is relatively backward;Guangdong,Jiangsu,Shandong,Zhejiang,Henan,Sichuan,Hubei,Hebei,Hunan,Fujian,Shanghai,Beijing,Anhui,Liaoning,Shaanxi,Jiangxi,Guangxi,Inner Mongolia,and Tianjin are other regions where energy is saved.The development of the environmental protection industry is relatively fast.From the regression results,it can be seen that the impact of industrial basic factors and environmental pressure factors on the green development index is relatively large,the promotion of the development of energy-saving and environmental protection industries is obvious,and the social benefit factors have a certain degree of inhibition,which shows that energy-saving Environmental protection industry in our country is not enough to produce good social benefits.
