City Disaster is a kind of social phenomena doing harm to the lives and riches of a city, mainly caused by man-made factors. To understand, prevent and reduce the City Disaster is an important responsibility of a government all over the world, which is also a fateful thesis having attention of a social which is becoming more and more civilization. Elaborate analysis is made on the anthropogeography and industry of XuanWu District, a solution of disaster prevention and control is brought out based on the theory of Crisis Management and Emergency Management.Firstly, the PESTE(politics, economy, society, technique, environment) analysis and the SWOT(strengths, weaknesses, opportunities, threats) analysis are made about the total characteristics of the humanities, geography, economy ... etc of XuanWu District, which are also done with the relationship between the characteristics and the management of disaster prevention and reduction.Secondly, crisis identification, crisis result advance analysis and crisis result evaluation are made in the four area of natural disasters, accident disasters, public sanitation affairs, and public safety affairs, specifying the main type of disasters and the region with more crisis (Weak Point)in XuanWu District by means of qualitative analysis and quantitative analysis. Computer aided analyzing is made with the tool of Evacuation Simulator. Advices and solutions about how to strengthen the disaster management are put forward according to the analysis of the present situation of XuanWu District, in order to setup a synthetical disaster prevention system adapt to the social economic development, which will improve the whole level of disaster prevention and control of XuanWu District.
