| "Zoige-Maqu Ecological Function protectorate" is one of the first batch often ecological function protectorates which were approved by State Environmental Protection Administration (SPA) on 16 May, 2001. A part of it in Sichuan province is "Zoige Ecological Function protectorate". The main ecological function of Zoige is conserving water. At the same time, regulating micro-climate, environmental self-purification and fixing carbon are its assistant functions. Because Zoige is a famous wetland of our country, so the study on the sustainable development of it has a great significance for the construction theory of Ecological Function protectorate and for the sustainable development of region, especially for a series of projects that will be carry out by nation and Sichuan province.The Rang of this protectorate include the yellow river basin which situated in Sichuan province. The district of it belongs to three counties which named Zoige, Hongyuan and Aba. These three counties belong to Aba continent. The area of this protectorate is 16,228Km2. Besides the high-cold pelouse, wetland pelouse it also includes the meadows which grow in hillocks and valley terraces. Being one of the most extensive highland mires in the country, there are a vast area of mires about 7,155 km2 .It contains abundant peats which have superperformance in water conservation. The pests are the main supporters of the water conservatioaBy investigating the present ecological situation of this area, we considered that the natural conditions are poor, the Environment is frail, the ecological environment quality is degenerate and deteriorative in recent years. The ecosystem of Zoige wetland had been destroyed, the original function for water conservation of yellow river had been weakend seriously. A11 of this had threatened multiplicate ecological functions, the protection of wetlands resource, the sustainable utilizing, and the ecological balance.By investigating, we consider that there are many reasons for the ecological degeneration. The natural conditions led to the frail Ecosystem, adding some irrational activities of human beingsas excessive herding, hunting and draining wetlands etc. During the evolutional process, the disturbed activities of human beings played an important role.By analyzing the ecological carrying capacity, we considered that although the canying capacity of soil is still high, the ecological carrying capacity of grasslands and natural grasslands are lower year by year. The supply of water resource is abundant in total, but the availability is much lower, the reserves of peat resource are rich but if we exploit them no order, we would destroy this non-renewable resource, lower the ecological carrying capacity, and then influence the important ecological function of water conservation of yellow river basin.Through the above-mentioned analysis, the paper put forward strategies and measures to the region in order to realize sustainable development as follows: priority protection, prevention first, combination of preventive and curative , adaptation to local conditions, reinforcing institutions, watching and controlling strictly, especially restoring and reconstructing the ecosystems of wetland, grassland and forest, combining the protection of the ecosystem and the adjustment of the industrial structure, changing the extensive management pattern of the past, taking the way of ecological economic. At the same time we must control the population of the region, improve the population quality. Only like this ,can we realize the sustainable development of economic , society and environment, realize the sustainable utilizing of resources.Through this study, especially the above results, strategies and measures, which provide basis and reference for the ecological projects that will be carry out by nation and Sichuan province. |
