As the basic condition of human's surviving and developing, the geological ecology environment(GEE) is the foundation of continuable development of society and economy. With the rapid development of global industrialization and urbanization, the course of human modernization is facing a series of ecological environment problems, such as desertification , salinization, deteriorated grassland, rapid water reduction of river and lake, which are led by human activities. As a result, GEE must be regulated and programmed in order to maintain the continuable development of economic and ecological environment and some feasible schedules must be supplied to the construction and development of GEE by using various technique and method. To master, the development rule of GEE, we have to take the dynamically monitored information of affecting factors as foundation to assess and forecast it, and from this part, to store, manage, index, and analyze the information and to comprehensively assess GEE are important contents. It is rapid development of GIS that brought about new technological support to numeral and assessment of GEE, and provided new approach to protect, treat and restore it.As the result, the paper firstly summarized practices, problems, and prospects of GEE, on this ground, the method and idea to design the GIS based geology ecological environment assessment system(GEEAS) are established. Secondly, the overall structure, target and principle of the system are formed based on consequence of system analysis. Thirdly, spatial database structure and data structure were designed, layers and their attribute table were defined on the base of deep study on characteristic of GEE. Model system was built on the consideration of managing GEE and assessing it as well. Finally, taking SQL-Server as database, the GEEAS is built on MAPGIS with VC++. With friendly interface, fully-shared datum, convenient space analysis, the system provided an effective tool to research and reveal the development rule of GEE.Using this system, spatial database to store, manage, index, and refresh the information is built on the ground of survey datum in the Tuwei river drainage, and the supergene ecological effect induced by groundwater of this area was successfully assessed. The spatial distribution pattern of groundwater vulnerability was studied in Guanzhong basin as well. At the same time, the stabilization of system and credibility of assessment consequence are examined.
