As the rapid economic development, how to treat, evaluat and make a decision about environmental protection is a difficult and disputed problem. Especially, since Bjorn Lomborg, Denmark scholars, published The Skeptical Environmentalist, international academics on the evaluation of environmental problems have been entirely different. For Chinese situation, in the economic development process, air quality has shown soot-pollution typically. Thus, in our country, the voice of environmental protection are growing louder and louder. As a result, it is prevalent of the slogans such as "environmental one-vote veto". However, the resources available for environmental protection is limited after all. Under such restrictions, we should evaluate environmental projects from the perspective of efficiency of the resources allocation , so that make the limited resources for maximum effect.At present, it is difficult for the standards of China's popular urban pollution control effectiveness evaluation to embody the idea of economics because they are mainly from the perspective of the absolute quantity of pollutants. And it may draw incorrect conclusions by using them for economic analysis. According to the conditions of optimizing the allocation of resources , it will achieve the social optimal level of pollution control when the marginal income equals to the marginal cost. This text proposes to apply the frame of CBA, CEA to the standards of efficiency of resources allocation of pollution control investments, so that to embody the principles of people-oriented, efficiency of resources distribution, and marginal analysis.A lot of domestic and international researches and statistics indicate that urbanite's death rate rise is correlated with air pollutants' concentration (PM, SO2) linearly. This paper proceeds from economics point of view, and utilizes CEA method to analyze five cities with different regions& population. The illustration shows us that If we make a common understanding that the goal of air pollution protection is to lengthen people's life and proceed from efficiency of national resource distribution, we should have such consciousnss—we should select the criterions reflecting the thought that people-oriented and marginal efficiency of resources utilization inappraising and selecting environmental protection projects, as well as give a priority position to those projects providing timely help.
