Wetland is richest in biological diversity of all the ecosystems of nature. It is one of the most important survival environments of human, have enormous resource potential and environmental, social, economic function. It not only offers various resources of production and life, but also plays an important role that can't be replaced by other ecosystems in resisting flood, regulating runoff, improving environment, controlling pollution, protecting diversity of species and gene, maintaining regional ecological balance and so on.Wetland resource of Hebei province is not only rich, but also various in types. It has wetland resources of 11,070,000 hectares, which occupies 1.68% of the nation-wide wetland, occupies 5.9% of gross land of Hebei. But with the reinforcement of human activities, the area of wetland has been reduced very largely, its biological diversity decreases, its water quality goes bad and its eutrophication is increasingly serious. Because the wetland protective organization laws and regulations aren't perfect, the incidents of destroying wetland happen occasionally. This will influence the ecological safety of certain area or valley of Hebei province, even threaten the development and health of human self. Therefore, it is very meaningful to comprehensively appraise the typical wetland ecosystem of Hebei province, explore the functioning channels of utilizing and protecting the wetland resource scientifically, reasonably and continuously. This could provide the accordance for actively monitoring of wetland ecosystem, wetland protection and scientific management to realize the rescuing protection of wetland ecosystem and the sustainable development of wetland ecosystem.The environment of wetland is the basis of wetland protecting and utilizing reasonably. The healthy development of wetland depends on the good environment. Under the controlling of economic background of wetland surrounding, the economic value of wetland function, use and property must be exhibited eventually in the form of local market value. Its value comes from the internal interaction process of wetlandamong the biological, physical and chemical elements. The size of its value depends on scale of the wetland, nature of functioning and the social, economic environment the wetlands locate.This research chooses five wetlands that is representative in Hebei as the objects of researching. On the base of completely analyzing the features of local wetland resource, it appraises comprehensively the ecosystem of typical wetlands of Hebei province from its environmental quality and ecological service value using ecological and resource-economic methods. According to the appraisement, this research explores the optimizing measures of the wetland continuous utilizing in Hebei province in order to provide the theoretical dependence for the protection and utilization of wetland ecosystem, promote the coordinative development between the society, economy, environment, biological diversity and wetland ecosystem. At the same time, this research try to richen and develop the resource-economic theory and method, offer the beneficial reference for the appraisement of nation-wide wetland resource, utilization as well as the coordination with the regional economic development.
