In today when an environmental problem is increasingly serious, environmental education has been extensively concerned. Since the middle of the 20th century, the countries of the world, especially the developed countries have made deep and extensive research in the theory and practice of environmental education. In 1990s, along with that the idea of sustainable development has gone into minds, environmental education converted from simple emphasis that people should be harmonious with the natural environment to core that is environment and development. Environmental education is seen as a road to sustainable development strategy of human society. On such an international context, this essay studies about Japan's development of environmental course, summarizes four successful experiences that include the change which is from hazards education to environmental education, the measures which government take at entire process of environmental education, the environmental policies that local self-government adopted and that enterprises, communities and NGO organizations involved in environmental education in the Japanese environmental education development process. On the base of objective understanding of China's cunent environmental education, the essay establish development mode of environmental education which includes three parts, namely schools, political sector and social environmental education. To aim at this model, it brings strategy about the development of environmental education for our future.
